"What is an API" is informational and wants an explanation. "Buy API monitoring" is transactional and wants a product page. The same topic, two different pages.
Intent decides the format an engine will show, and you cannot out-write a format mismatch. Publishing a product page for a query whose results are all comparisons will not rank, however good the page is.
